Tūrisma likums art. 11(7) requires foreign guests in tūristu mītnes to personally fill and sign the ārzemnieka deklarācija and prove identity with a travel document. MK 226 sets fields, one-year retention and police/border handover. Riga’s municipal fee is €0.89/night (cap €8.90) with Latvija.gov.lv registration; CSP monthly stats and VID economic-activity footing sit alongside. No national STR licence number yet — EM is designing a register for Reg. 2024/1028.

Remote arrival works when identity proof and the signed deklarācija are complete before access — EM recognises trusted electronic identity channels with assurance comparable to physical presentation.
