What hosts and hotels actually need to know

Liechtenstein’s lodging stack is national and compact — closer to a Swiss Meldeschein culture than to an EU Member State portal clock. First, guest registration: SFG Art. 19 requires anyone who accommodates persons gegen Entgelt to register them in the Meldeverfahren and transmit data to the Amt für Volkswirtschaft and Landespolizei; BMTV Art. 3–4 spell out the fields, immediate electronic capture, printed Meldeschein with guest signature, and two-year retention. Second, Kurtaxe: SFG Art. 15–17 and BMTV Art. 8–11 set category rates (CHF 3.50 hotels; CHF 2.50 Ferienhäuser/-wohnungen/-zimmer; CHF 1.50 hostels/camping), with under-15s and Alpenverein huts exempt, and Amt für Finanzen invoicing from Melde data. Third, authorisation: register the Beherbergungsstätte with the Amt für Volkswirtschaft before commercial letting, and treat a change of residential use toward commercial holiday letting as a BauG Art. 72 Baubewilligung question. Fourth, framing: Liechtenstein is Schengen-associated and EEA/EFTA — not EU. GDPR applies via the EEA Agreement; Regulation (EU) 2024/1028 is EEA-relevant but still under scrutiny for incorporation — do not invent EU single-entry-point duties here. Self check-in works when Meldeschein fields and signature are captured at arrival, not after keys alone.

Front desk or digital, paid overnight guests trigger the same Melde- and Taxpflicht: Art. 3 fields into the electronic system, signed Meldeschein, Kurtaxe at the hotel rate, and two-year keep-and-produce.

Paid overnight lodging triggers a national electronic guest register with a signed Meldeschein — not a soft hotel habit.

Statute

Der Meldepflichtige hat die Angaben nach Art. 3 unverzüglich nach Ankunft der beherbergten Person im elektronischen Meldesystem zu erfassen. Die im elektronischen Meldesystem erzeugten Meldescheine sind unverzüglich nach der Erfassung auszudrucken. Die beherbergte Person hat mit ihrer Unterschrift die Richtigkeit der Angaben auf dem Meldeschein zu bestätigen.

    Who must register guests

    SFG Art. 19 Abs. 1 requires anyone who accommodates persons gegen Entgelt to register them in the Meldeverfahren (or have them registered). BMTV Art. 1 names Hotels, Gasthäuser, Pensionen, Jugendherbergen, Alphütten, Bildungsstätten, Ferienhäuser/-wohnungen/-zimmer and camping among Beherbergungsstätten; the Eigentümer or Pächter is Melde- and erhebungspflichtig. Unpaid private hosting sits outside this stack; platform-paid short stays sit inside.

    What to collect

    BMTV Art. 3 requires for each lodged person: Vor- und Familiennamen; Geburtsdatum; Staatsangehörigkeit; Adresse; Pass- oder Identitätskartennummer; Anreise- und Abreisedatum; and where relevant the Dauer des Mietverhältnisses. For families checking in together, full fields are required for one adult only; other family members need name, date of birth and Wohnsitzstaat. For travel groups of at least ten, full fields are required for the Reiseleiter only, with the lighter set for other members.

    Electronic Meldesystem, print and signature

    Enter Art. 3 data unverzüglich after arrival in the electronic Meldesystem run by the Amt für Volkswirtschaft. Print the generated Meldeschein immediately and have the guest sign to confirm accuracy (one adult for a family; the Reiseleiter for a qualifying group). Keep signed Meldescheine alphabetically for at least two years and produce them to the Amt für Volkswirtschaft or Landespolizei on request. AFV anonymises Meldesystem data two years after capture (BMTV Art. 7). Paper Meldeformulare exist only for AFV-approved exceptions or certain Dauermietverhältnisse — do not invent a skip of the electronic duty for ordinary short stays.

    Schengen purpose, Liechtenstein form

    Article 45 of the Convention Implementing the Schengen Agreement sets the lodging-provider guest-record purpose for Schengen states. Liechtenstein implements that purpose through SFG / BMTV Meldescheine and AFV / Landespolizei access — use the Liechtenstein field list and signature rule, not a Portuguese boletim or a Swiss cantonal portal copied across.

Kurtaxe — national overnight tax

Kurtaxe is a national SFG / BMTV levy remitted via Melde data — not a separate Vaduz city bed tax you invent on top.

    Duty to collect and show on the invoice

    SFG Art. 15 requires anyone who accommodates persons gegen Entgelt to collect a Kurtaxe for each Nächtigung and remit it periodically, with the tax shown separately on the Beherbergungsstätte’s invoice. Revenue goes entirely to Liechtenstein Marketing (SFG Art. 16). The statutory ceiling is CHF 4 per night (SFG Art. 17); actual rates are set in BMTV.

    Rates by accommodation type

    BMTV Art. 9 sets Einzelkurtaxe per person per night at CHF 3.50 for hotels, Gasthäuser, Pensionen and Bildungsstätten; CHF 2.50 for Ferienhäuser, -wohnungen and -zimmer; and CHF 1.50 for Jugendherbergen, Massenlager and camping pitches. Taxpflicht covers all lodged persons except children who have not yet completed their 15th year and persons overnighting in Liechtensteiner Alpenverein huts (BMTV Art. 8; restated by Liechtenstein Marketing).

    How remittance works

    Amt für Finanzen invoices hosts monthly for Einzelkurtaxen and half-yearly for Pauschalkurtaxen, based on Melde data from the Amt für Volkswirtschaft (BMTV Art. 11). Dauermietverhältnisse of at least six months use Pauschalkurtaxe (e.g. CHF 150 per six months for Ferienwohnungen under BMTV Art. 10) and a lighter paper Melde path under Art. 6 — ordinary Airbnb-length stays stay on Einzelkurtaxe and the electronic Meldesystem. Hosts who fail to collect or remit remain liable for the shortfall (SFG Art. 18 / BMTV Art. 12) and can be dropped from Liechtenstein Marketing’s Unterkunftsliste.

    Fiscal layer beside Kurtaxe

    Kurtaxe is not income tax or MWST. Hosts remain responsible for Steuergesetz Erwerbssteuer / Vermögenssteuer positions with the Steuerverwaltung where they apply, and for any MWST registration or Beherbergungssondersatz treatment that STV confirms for the business. Do not treat Kurtaxe remittance as a substitute for tax registration.

Register the stay — and check BauG use

There is no Portugal-style RNAL number. Lawful commercial Beherbergung still needs AFV Anmeldung, Melde/Kurtaxe compliance, and often a building-use check.

    Anmeldung with the Amt für Volkswirtschaft

    Liechtenstein Marketing’s official Neuanmeldung path states that anyone accommodating guests gegen Entgelt must register and collect Kurtaxe, with Eigentümer or Pächter responsible, and points hosts to Anmeldung with the Amt für Volkswirtschaft. After registration you receive portal credentials to maintain the Unterkunft online. That AFV footing is the practical gate to the electronic Meldesystem — not a decorative tourism listing.

    BauG Art. 72 — Nutzungsänderung

    Baugesetz Art. 72 requires a Baubewilligung for, among other things, Änderung der Nutzungsart oder Zweckbestimmung. Converting a dwelling toward commercial holiday letting can therefore be a building-law question for the Gemeinde / eBaugesuch channel — Meldeschein compliance does not replace a required change-of-use permit. Confirm with the competent Baubehörde before scaling a residential keybox operation.

    No nationwide STR licence code

    Unlike Portugal’s RNAL or Ireland’s STL number, Liechtenstein does not operate an EU-style short-term rental registration number for platforms. Host duties are AFV Anmeldung, Meldeschein where SFG / BMTV apply, Kurtaxe, and BauG / Gemeinde rules — not a missing Union licence code on Airbnb.

    Inspection and fines

    AFV and Landespolizei may spot-check Meldepflicht (BMTV Art. 13). SFG Art. 21 provides fines up to CHF 5,000 for intentional breaches of Taxpflicht, Meldepflicht or designated ordinance duties (halved for negligence). Build Meldeschein and Kurtaxe into operations before advertising volume.

EEA, Schengen and what is not EU law here

Liechtenstein is Schengen-associated and EEA/EFTA — not an EU Member State. GDPR applies via the EEA; Regulation (EU) 2024/1028 does not bind LI until EEA incorporation.

    Schengen association — not EU membership

    Liechtenstein acceded to the Swiss–EU Schengen association through the 2008/2011 Protocol (in force 7 April 2011; Schengen acquis applied from December 2011). Lodging Meldescheine implement Schengen guest-record purpose domestically under SFG / BMTV. Do not describe Liechtenstein as an EU Member State or copy EU Member State-only instruments as automatic LI law.

    GDPR via the EEA (DSG)

    Regulation (EU) 2016/679 applies in Liechtenstein through the EEA Agreement (Datenschutzstelle: since 20 July 2018 in the EWR). The national Datenschutzgesetz (DSG, LGBl. 2018 Nr. 272) complements that framework. Meldeschein fields, passport numbers and access logs are personal data: collect what the legal basis requires, inform guests, secure storage for the two-year Meldeschein duty (and any justified operational retention), and avoid unnecessary full passport-image archives when BMTV asks for verified fields and a signed Meldeschein.

    Regulation (EU) 2024/1028 — EEA watchlist, not yet LI law

    From 20 May 2026 the EU short-term rental data framework applies where EU Member States operate registration procedures and require platforms to transmit activity data. The act is marked EEA-relevant, but EFTA’s EEA-Lex status for 32024R1028 is that it remains under scrutiny for incorporation into the EEA Agreement by Iceland, Liechtenstein and Norway — not yet incorporated. Do not invent Single Digital Entry Point or platform delisting duties for Liechtenstein until a Joint Committee Decision and LI implementation say so. Existing host duties remain AFV Anmeldung, Meldeschein, Kurtaxe and BauG.

Remote arrival works for Vaduz flats and Malbun chalets when Meldeschein data and guest signature are captured at check-in — BMTV does not require a hotel lobby, but it does require more than a booking name.

  • Meldeschein fields before access

    Build Art. 3 fields (identity document number included) into the arrival flow. Door codes and lockboxes should wait until you can enter the electronic Meldesystem and obtain the signed Meldeschein for every required adult — a booking confirmation alone is not a Meldeschein.

  • Signature is part of the duty

    BMTV Art. 4 requires printing the portal Meldeschein and a guest signature confirming accuracy. Design remote check-in so signature happens at arrival (printed form, on-site handover, or another method AFV accepts) — do not invent that a photo of a passport closes Art. 4 without the signed Meldeschein.

  • Unverzüglich — not a next-day portal habit

    Electronic capture is due unverzüglich after arrival. Unlike Portugal’s SIBA calendar clock, Liechtenstein’s duty is immediate Meldesystem entry plus keep-and-produce for two years — late night arrivals still need a process that finishes Meldepflicht before or as access is released.

  • Kurtaxe is a parallel gate

    Quote and collect the correct Einzelkurtaxe (CHF 2.50 for Ferienwohnungen; CHF 3.50 for hotels) and show it separately on invoices. A completed Meldeschein does not remit the tax — AFV Melde data feeds Amt für Finanzen invoicing.

Weather and mountain-road timing make pre-completed guest fields valuable — still enter the Meldesystem unverzüglich on arrival and obtain signatures. Gemeinde building rules and BauG Art. 72 remain the use-change filter.

    Malbun chalets and apartments see sharp seasonal peaks. The national Meldeschein and Kurtaxe stack still applies; alpine arrivals reward releasing access only after Art. 3 data and signature are in hand.
