Lei 23/2007 requires a personally signed boletim de alojamento for every foreign guest (including other EU nationals), filed through SIBA within three business days. Alojamento Local needs an RNAL number; DL 76/2024 restored indefinite registrations subject to municipal áreas de contenção.

Remote arrival works when a genuine personal signature (or qualifying e-signature) is captured before access — the boletim is not a mere document upload. SIBA's three-business-day clock is a separate reporting duty.
