Slovenian short-stay compliance is eTurizem-centric, not a soft platform habit. ZPPreb-1 (arts. 39–40) makes the knjiga gostov the core guest-record duty: name, date of birth, sex, nationality, and ID document type and number — entered within 12 hours of arrival, with departure time updated within 12 hours if it was unknown at check-in. Hosts whose units are in the Register nastanitvenih obratov (RNO) report those data once via AJPES eTurizem (daily within 12 hours; monthly statistics for the prior month), which feeds police, SURS and municipalities instead of separate filings. Zakon o gostinstvu (ZGos-1), applicable from 1 January 2026, tightens RNO: a valid identification number must appear in advertising and distance contracts, existing RNO records must be updated by 30 June 2026, and short-term apartment lets (oddajanje stanovanja v kratkotrajni najem) need co-owner / etažni lastniki consents. Categorisation (stars or apples) still applies to hotels, apartments, rooms and farms under the hospitality rules. Turistična taksa is set by municipal odlok under Zakon o spodbujanju razvoja turizma (ZSRT-1), with a mandatory 25% promocijska taksa for the Slovenian Tourist Board — remitted to the občina by the 25th of the following month. FURS treats tourist letting as activity income (obračun via eDavki by 31 March). Self check-in is common from Ljubljana apartments to Bled and the coast; the compliance gate is capturing knjiga-gostov-ready identity data before access is released. Slovenia is a Schengen state.

The knjiga gostov
ZPPreb-1 art. 39 requires every gostitelj to keep a guest book — electronic or paper — and to enter each guest within 12 hours of arrival, regardless of stay length.

Data the guest must give at arrival
At arrival the guest states: name and surname, date of birth, sex, nationality, and the type and number of the identification document. The host may verify identity by inspecting that document. Organised groups of at least eight people staying no more than seven days may supply a group list with the same fields.

12-hour entry — and departure updates
Entry into the knjiga gostov is due within 12 hours of arrival. If departure date and time were unknown at check-in or later change, the host updates the knjiga within 12 hours of departure. Guest-book data are kept for the calendar year and deleted or destroyed one year after that year ends.

eTurizem & the 12-hour AJPES clock
AJPES eTurizem is the single electronic channel for transmitting knjiga gostov data for the guest register, tourist-tax monitoring and statistics — replacing separate police, SURS and municipal filings for RNO hosts.

Daily reporting within 12 hours
Hosts whose units are enrolled in RNO transmit guest and overnight data via the eTurizem web application or web service no later than 12 hours after the guest's arrival. Departure time, if not known at arrival, is reported within 12 hours of departure (ZPPreb-1 art. 40).

Monthly statistical filing
Statistical capacity and occupancy data for the previous month are filed through eTurizem — AJPES guidance puts the window from the 1st to the 10th of the following month. Plan submissions around that window rather than treating daily guest filings as the only report.

Register nastanitvenih obratov & short-term lets
ZGos-1 (applicable from 1 January 2026) makes a valid RNO identification number the advertising gate for accommodation — and adds consent and capacity rules for apartment short lets.

RNO ID before advertising
Providers must enrol the unit in RNO and obtain an identification number before starting accommodation activity. From ZGos-1, that valid ID must be stated when advertising capacities and concluding distance contracts. Existing RNO records must be supplemented or updated by 30 June 2026; AJPES is upgrading the register and will notify operators of technical steps.

Apartment short-let consents and capacity
For oddajanje stanovanja v kratkotrajni najem, ZGos-1 allows at most one nastanitveni obrat per dwelling (apartment, room or holiday house), capped at 15 guests with at least 8 m² usable space per person. Owner consent is always required; in multi-unit buildings, etažni lastniki consents apply (all co-owners in two-unit buildings; more than three-quarters including adjoining units in three-or-more-unit buildings). Consents last three years. Notice of the start date and a standardised door sticker showing consent expiry are required in multi-unit buildings.

Day caps from 2027 — confirm locally
Time limits on apartment short lets apply after 1 January 2027 in municipalities designated as high-risk (list expected by 30 April 2026) or that adopt their own general act. Do not assume a national day cap is already in force for your občina — confirm locally before planning 2027 inventory.

Categorisation (stars / apples)
Hotels, motels, boarding houses, campsites, holiday apartments and houses, rooms, and farms with accommodation must categorise and display the category. Categories of 1–3 stars or apples may use self-assessment via e-kategorizacija; 4–5 star / apple categories require an independent assessor. Inns, mountain huts and IYHF youth hostels are outside mandatory categorisation unless they opt in.

Turistična & promocijska taksa
ZSRT-1 requires hosts to collect municipal tourist tax and the statutory 25% promotion tax, report the overnight base through eTurizem, and remit to the občina by the 25th of the following month.

Each občina sets turistična taksa by odlok (within the national framework). Since 1 January 2019, a promocijska taksa equal to 25% of the tourist tax is added for the Slovenian Tourist Board. Guests typically see one combined line on the invoice; the občina splits the promotion share onward.

Exemptions — confirm the municipal odlok
ZSRT-1 art. 18 sets national exemption and partial-exemption categories (commonly including children under 7 fully exempt and ages 7–18 at 50%, plus specific hostel / camping cases). Exact application depends on the municipal odlok and the eTurizem exemption codebook — confirm locally rather than assuming a single national table.

FURS treats tourist letting advertised on platforms as activity income — registration comes before advertising, and the annual obračun is a separate clock from eTurizem.

Register before you advertise
Natural persons may operate as a registered sobodajalec (occasional short lets, capacity limits under hospitality law, entry in the Poslovni register) or as a samostojni podjetnik. FURS states that advertising tourist lets without proper registration is treated as undeclared work under ZPDZC-1.

Activity-income obračun by 31 March
Income from tourist letting is taxed as dohodek iz dejavnosti. File the obračun akontacije dohodnine in dohodnine od dohodka iz dejavnosti via eDavki by 31 March of the following year. Cash payments also trigger fiscal receipt (davčno potrjevanje računov) rules under ZDavPR.

Sobodajalec day limit under ZGos-1
ZGos-1 allows a sobodajalec to operate apartment short lets for up to 180 days in a calendar year (a day counts when at least one guest is lodged; departure day is not counted). Older FURS / SPOT summaries still quote a 150-day / five-month frame — treat the statute as controlling and confirm current FURS brochures when registering.

Remote arrival · Still the law
Self check-in under Slovenian rules
Remote arrival is common in Ljubljana apartments, around Lake Bled and on the Piran coast. The compliance gate is capturing complete knjiga-gostov identity data before access is released — eTurizem transmission is the separate 12-hour reporting clock that follows.
Identity data before access
Build name, date of birth, sex, nationality and ID document type/number into the check-in flow itself — and release door codes or lockbox instructions only after those fields are complete and the host can verify them against the document when required.
eTurizem runs on its own 12-hour clock
Once entered in the knjiga gostov, data still need to reach AJPES eTurizem within 12 hours of arrival — and departure updates within 12 hours when needed. Capture and transmission are sequential duties, not the same step.
RNO ID is a separate prerequisite
Timely eTurizem filing does not substitute for a valid RNO identification number on listings. Confirm RNO enrolment, ZGos-1 consents for apartment short lets, and the municipal tax rate before automating remote arrival at scale.
Tax and FURS are later clocks
Tourist-tax remittance (25th of the following month) and the FURS activity-income obračun (31 March) sit after check-in — but incomplete guest data at arrival breaks the eTurizem and tax evidence chain.
Municipal & tax layers
eTurizem and RNO are national. Cities still set their own turistična taksa rates — Ljubljana, Bled and Piran currently sit at the statutory maximum combined figure.

Občina Bled publishes the same full rate: €2.50 tourist tax + €0.63 promotion tax = €3.13 per person per day (€1.56 at half rate). Remit to the municipal account by the 25th for the prior month; holiday-home owners may also face a separate annual pavšalna turistična taksa — confirm that track with the občina if applicable.
Piran — tourist tax

From 1 January 2025, Občina Piran sets turistična taksa at €2.50 + €0.63 promotion = €3.13 per person per day in the main territory. Private landlords in Sečovlje, Dragonja, Sv. Peter, Nova vas and Padna use a reduced row (€1.58 + €0.40 = €1.98). Confirm the settlement before quoting coastal guests.
