Hungary runs guest check-in through VIZA and NTAK — identity data for the police vault, statistics for tourism.

Accommodation providers must record every guest's statutory personal data in a certified szálláshelykezelő szoftver (PMS) with an okmányolvasó and transmit it encrypted to VIZA (Vendég Információs Zárt Adatbázis). Separately, the same PMS sends daily anonymised occupancy statistics to NTAK (Nemzeti Turisztikai Adatszolgáltató Központ). Both sit on top of jegyző registration under Government Decree 239/2009 and municipal idegenforgalmi adó (IFA).

What hosts and hotels actually need to know

Hungarian short-stay compliance is PMS-centric, not a soft platform habit. Act CLVI of 2016 (Turizmus tv.) §§ 9/H–9/I and Government Decree 235/2019 make VIZA the closed guest-identity store (police search only) and NTAK the national tourism statistics channel (no personal identifiers). info.ntak.hu states that lawful operation requires: kereskedelmi hatóság / jegyző nyilvántartásba vétel, an NTAK registration number, a certified PMS, daily NTAK reporting, and VIZA data transfer. Magánszálláshely (≤ 8 rooms / ≤ 16 beds) and larger types are classified under Act CLXIV of 2005 (Kertv.) and Decree 239/2009 — there is no separate "Airbnb-only" track. Self check-in works when VIZA-required guest data is captured before access; vizainfo.hu expressly allows remote digital capture, with host verification by latest on arrival. IFA is a local tax under Act C of 1990 (Htv.) — in Budapest, kerületi önkormányzatok set the rate.

Front desk or digital, the duty is the same: record every guest into the certified PMS for VIZA, keep daily NTAK closes running, and collect IFA at the local rate.

VIZA — guest identity at check-in

Turizmus tv. § 9/H requires every szálláshely-szolgáltató to record statutory guest data in the PMS at check-in and forward it to the government-designated tárhely — operated as VIZA by the Magyar Turisztikai Ügynökség (MTÜ).

A szálláshely-szolgáltató – az érintett és mások jogainak, biztonságának és tulajdonának védelme érdekében, továbbá harmadik országbeli állampolgárok és a szabad mozgás és tartózkodás jogával rendelkező személyek tartózkodására vonatkozó rendelkezések betartásának ellenőrzése céljából – a bejelentkezéskor a szálláshelykezelő szoftverben rögzíti, és annak útján a Kormány rendeletében kijelölt tárhelyszolgáltató által biztosított tárhelyre továbbítja [a törvényben meghatározott személyes és okmányadatokat].

    Who must be recorded

    Every guest using szálláshely-szolgáltatás — Hungarian nationals included, regardless of age, fee, discount or relationship to the host. vizainfo.hu and § 9/H make clear there is no age or "friends and family" carve-out. Guests under 14 may have identity fields taken from a representative's statement; document numbers are not required for that age group.

    Okmányolvasó + certified PMS

    Statutory fields are recorded through an okmányolvasó into an MTÜ-capable szálláshelykezelő szoftver, then encrypted for VIZA. Fields the scanner cannot read must be entered manually. Images of scanned documents must not be stored. If a guest aged 14+ will not present a suitable ID (személyi igazolvány, passport or card-format driving licence), the provider must refuse the stay.

    Police vault — not a public register

    VIZA stores encrypted personal data; only the police may run targeted searches for law-enforcement and public-order purposes. MTÜ acts as the host's data processor for the tárhely. Do not conflate VIZA with NTAK: NTAK receives anonymised statistics only and cannot identify individual guests.

    No separate paper police form invented here

    For ordinary tourist stays, guest identity reporting to law enforcement runs through the VIZA tárhely via the certified PMS. Do not invent an extra district-police registration sheet on top of § 9/H unless a specific primary source for that property category requires it.

NTAK — daily anonymised statistics

NTAK (Nemzeti Turisztikai Adatszolgáltató Központ) is MTÜ's national tourism data centre. Every szálláshely must register, obtain an NTAK regisztrációs szám, and send guest-personal-data-free statistics through a certified PMS.

    Register after jegyző filing

    Government Decree 235/2019 § 7 (1) requires the szálláshely-szolgáltató to record the Annex III data in NTAK within 8 days of nyilvántartásba vétel and to ensure electronic transmission via a szálláshelykezelő szoftver. info.ntak.hu: the NTAK registration number must appear on online booking platforms together with the szálláshely type.

    Daily close within 24 hours

    Decree 235/2019 § 7 (7) and info.ntak.hu: the PMS automatically sends subject-day anonymised statistical data within 24 hours after the day; monthly packages follow on the schedule in the decree; event-driven messages fire on check-in, check-out and similar events. The daily duty runs for the whole period of the activity — including days with no guests and days the property is closed.

    Anonymised only

    info.ntak.hu is explicit: NTAK receives statistical data only; the system does not accept, store or identify personal guest data. Personal-data handling stays with the szálláshely (and VIZA). NAV and KSH receive NTAK statistics under cooperation / statistical-law arrangements described on the NTAK pages.

    VENDÉGEM for small properties

    Turizmus tv. § 9/I (2) and vizainfo.hu / info.ntak.hu: MTÜ provides the free VENDÉGEM application for providers using at most eight rooms with sixteen beds — covering typical magánszálláshely scale — so small hosts are not exempt from VIZA or NTAK, only from buying a separate commercial PMS.

Jegyző registration & szálláshely types

Kertv. and Government Decree 239/2009 govern szálláshely-szolgáltatás. Activity starts only after bejelentés to the competent kereskedelmi hatóság / jegyző and nyilvántartásba vétel — then NTAK and VIZA.

    Nyilvántartásba vétel first

    info.ntak.hu lists five cumulative gates: jegyző registration, NTAK registration number, certified PMS, daily NTAK reporting, and VIZA transfer. MTÜ's Magánszálláshely kisokos summarises the same stack and notes szálláshely-minősítés where the applicable rules require classification for the chosen type.

  2. 02

    Magánszálláshely vs egyéb szálláshely

    Kertv. § 2 defines magánszálláshely as a non-exclusive accommodation use by a natural person or sole trader, at most eight rooms and sixteen beds. Egyéb szálláshely covers larger / non-sole-trader apartment-style units under the statutory size caps. Hotels (szálloda), panzió and other classified types sit in Decree 239/2009. There is no official standalone "apartment hotel" licence label for platform STRs — classify under the decree's szálláshelytípus that matches the property.

    Budapest registration freeze (through 2026)

    Kertv. § 11/H (1): new magánszálláshely and new egyéb szálláshely may not be entered in the commercial register in Budapest's administrative territory until 31 December 2026. Existing registered units continue under the decree; operator-change filings for units registered by 31 December 2024 are also restricted under § 11/H (3). Confirm with the kerület jegyző before assuming a new Budapest apartment can be registered.

    District night caps

    Kertv. § 12 (3) / (5a) lets települési (in Budapest: kerületi) önkormányzatok set how many days per calendar year magánszálláshely and egyéb szálláshely may be used for szálláshely-szolgáltatás. Some districts have used that power (including zero-day defaults with társasház exceptions). Always read the property's kerület rendelet — national NTAK/VIZA compliance does not override a local night cap.

EU law that sits underneath

Hungary's VIZA, NTAK and szálláshely registration sit inside the same European stack hosts meet elsewhere — Schengen lodging purposes, GDPR, and the 2024 short-term rental data framework.

    Schengen Convention — Article 45(1)(b)

    Lodging providers across Schengen states are expected to account for who stayed where. Hungary's VIZA guest-identity channel is a national implementation of that public-security logic — covering every guest, not only third-country nationals.

    GDPR (Regulation (EU) 2016/679)

    VIZA fields and any remote ID capture are personal data. Collect what Turizmus tv. / Decree 235/2019 require, inform guests (host privacy notice), secure PMS → VIZA transmission, and respect the statutory retention windows on the host side and in VIZA.

    Short-term rental data — Regulation (EU) 2024/1028

    From 20 May 2026, where Member States operate STR registration/data systems, platforms work through harmonised registration numbers and activity reporting. Hungary's NTAK registration number and szálláshely nyilvántartás already point in that transparency direction.

Remote arrival is common in Budapest apartments and spa-town stays. The compliance gate is capturing VIZA-required guest identity data before access is released — NTAK daily reporting is a separate clock that continues afterward.

  • Remote capture is expressly allowed

    vizainfo.hu (Guests): the provider may let guests scan the statutory identity data themselves, remotely and digitally via the PMS. The host remains responsible for checking identity and data accuracy before forwarding to VIZA — at latest on arrival, or earlier by video call or a digital image proving identity.

  • Data before the key

    Build VIZA-ready identity capture into the check-in flow itself — door codes or lockbox instructions unlock only after the statutory fields are complete (and, for remote submissions, host verification is scheduled). A passport photo alone without the PMS → VIZA path is not enough.

  • NTAK runs on its own clock

    Once guests are checked in, the PMS still owes NTAK the daily anonymised close within 24 hours of the subject day — including zero-occupancy days. Signature-style identity capture and NTAK transmission are sequential duties, not the same step.

  • Refuse without ID (age 14+)

    Turizmus tv. § 9/H (2): if a guest aged 14+ will not present a suitable identity document for data recording, the szálláshely-szolgáltató must refuse the accommodation service — including for remote arrivals.

Municipal & tax layers

VIZA and NTAK are national. Idegenforgalmi adó (IFA) is municipal — and in Budapest it is a kerület matter — so rates and remittance clocks differ by place.

    Act C of 1990 (Htv.) § 1 (2) assigns idegenforgalmi adó in the capital to the kerületi önkormányzat. Statutory ceilings sit in Htv. §§ 32–33 (per-person/night amount, valorizált annually, or up to 4% of the accommodation fee). District decrees set the actual rate and filing rules — confirm with the property's kerület rather than assuming a single Budapest figure.

    Debrecen hosts collect IFA under the city's local tax rendelet within Htv. ceilings. Use the települési önkormányzat's current rate and monthly remittance calendar — national NTAK/VIZA duties do not substitute for the local tax account.

    Hévíz and other Balaton-region spa towns typically levy IFA under their saját önkormányzati rendelet. Confirm the current per-night figure and exemptions with Hévíz Város Önkormányzata before quoting guests — do not reuse a Budapest kerület rate.
