Norway still keeps a personally signed lodging register — then housing law, not a tourist tax yet, gates apartment short stays.

Under utlendingsforskriften § 4-25 (hjemmel in utlendingsloven § 20), anyone running a hotel, pensjonat, losjihus, leirplass or similar must keep a register of every overnight guest: name, date of birth, occupation, residence, citizenship and arrival date, with a personally filled and signed declaration form and identity checked against valid ID. Non-Nordic guests need a travel document recorded by type and number. Police may inspect the register and, on request, receive lists of foreign overnight guests except Nordic citizens. Separately, eierseksjonsloven § 24 and burettslagslova § 5-4 cap whole-home korttidsutleie in apartments — not a nationwide platform ban. Besøksbidragsloven enables a municipal 3% overnattingsavgift, with collection from 2027 at the earliest.

What hosts and hotels actually need to know

Norway’s lodging stack sits between Sweden’s foreign-guest cards and Portugal’s portal clock — identity first, housing second, tourist tax still mostly future. First, guest registration: hotels and similar commercial overnight operators must capture a personally signed erklæringsskjema, verify identity, and keep the fortegnelse available for politimesteren (utlendingsforskriften § 4-25). There is no same-day national electronic guest-filing portal akin to SIBA; produce to politiet when asked. Nordic citizens are registered like others, but police guest-list requests carve them out, and non-Nordic guests need a reisedokument noted. Second, apartment short stays: Norway has no national STR licence number. Whole-home korttidsutleie (≤30 consecutive days per stay) is capped at 90 days/year in eierseksjonssameier (adjustable 60–120 by 2/3 vedtekter) and 30 days/year in borettslag when the owner also lives there (burettslagslova § 5-4). Detached houses outside those regimes are not under those day caps — but intens year-round platform use can still raise plan- og bygningsloven bruksendring questions in Oslo. Third, Skatteetaten taxes private korttidsutleie of egen bolig after a 15 000 NOK bunngrense (85% of the excess as capital income under sktl. § 7-2). Fourth, besøksbidrag: historically Norway had no municipal guest-night tax; from 1 July 2026 the enabling law is in force, but municipalities may start collecting overnattingsavgift from 2027 after plan approval and local forskrift — collect nothing yet unless your kommune has actually adopted one. Self check-in works when required guest data, signature and ID check happen before access is released.

Front desk or digital, § 4-25 is unchanged: every overnight guest personally fills and signs the declaration, identity is verified, and the register stays inspection-ready for politiet.

Lodging guest register (utlendingsforskriften § 4-25)

Utlendingsforskriften § 4-25 requires hotels and similar overnight operators to keep a personally signed guest register with ID verification — keep-and-produce for politiet, not a same-day national portal.

    Who must keep a register

    The duty applies to anyone operating a hotel, pensjonat, losjihus, leirplass or similar (og lignende). Every overnight guest goes in the fortegnelse — not only non-Nordic travellers. Occasional unpaid private hospitality sits outside that lodging wording; once you operate paid overnight letting akin to those categories, plan for the full register duty.

    Fields, personal signature, ID check

    Record name, date of birth, occupation (stilling), residence (bopel), citizenship and arrival date; note accompanying children under 18 by name and date of birth. The guest must personally fill in and sign the erklæringsskjema. Identity is checked against valid legitimasjon; for non-Nordic citizens a travel document is required and its type and number must be annotated. A passport photo upload without a signed form and verification step does not meet the forskrift wording. Group-travel participants are carved out of the personal-fill/sign/ID sentences.

    Keep-and-produce — on request, not a portal clock

    Politimesteren (or a delegate) must approve how the register is kept and may inspect it at any time. When politiet asks, the lodging must supply a list of foreign overnight guests excluding Nordic citizens. Unlike the older forskrift wording that required proactive same-day police melding, today’s § 4-25 is keep-and-produce on request — still not optional, and still not a Portuguese-style SIBA portal.

    Not a nationwide Airbnb guest-fiche for every sofa night

    Do not invent a Portugal-style boletim for every keybox. § 4-25’s lodging list is specific (hotell, pensjonat, losjihus, leirplass og lignende). Private helårsbolig short stays are primarily gated by eierseksjon / borettslag day caps, tax, and any bruksendring analysis — plus GDPR-sound operational identity capture before remote access. Hotels and similar lodging remain squarely inside the register.

Eierseksjon, borettslag & Oslo layers

Norway has no national STR registration number and no nationwide Airbnb ban. The practical gate for apartment short stays is statutory day caps in sameier and borettslag — plus plan- og bygningsloven where use looks like lodging.

    Eierseksjonssameie — 90 days (60–120 by vedtekter)

    Eierseksjonsloven § 24 forbids korttidsutleie of the whole boligseksjon for more than 90 days a year. Korttidsutleie means letting for up to 30 consecutive days. Årsmøtet may set the ceiling between 60 and 120 days by 2/3 majority in the vedtekter. The day-cap does not apply to sameier where all units are fritidsboliger, and it does not hit room-only lets while the owner remains in the flat.

    Borettslag — 30 days when you also live there

    Under burettslagslova § 5-4, an andelseigar who lives in the dwelling may let parts of it freely, and may hand over use of the whole dwelling for up to 30 days in the year. Longer whole-home letting needs styret consent under the surrounding overlating rules. Do not treat borettslag stock like unrestricted platform inventory.

    Oslo — no city Airbnb ban; watch bruksendring

    Oslo kommune does not run a Portugal-style AL licence or a Copenhagen-style day-cap ordinance on top of the national housing statutes. Ordinary residential letting of approved boligareal is not itself søknadspliktig under plan- og bygningsloven, but changing use toward lodging / hyblifisering / year-round intensive short stays can trigger bruksendring scrutiny via Plan- og bygningsetaten. Do not invent a capital-wide platform ban — and do not ignore building-law risk when a flat operates like a shadow hotel.

    No national STR register yet

    Unlike Ireland’s forthcoming STL number or Portugal’s RNAL, Norway does not operate a nationwide short-term rental registration scheme for platform nights. Host duties remain the § 4-25 register where lodging applies, housing day caps, tax, and any local overnattingsavgift once adopted — not a missing licence code on Airbnb.

Skatteetaten taxes private korttidsutleie after a bunngrense. Norway historically had no tourist tax; besøksbidragsloven now enables a municipal 3% overnattingsavgift with collection from 2027 at the earliest.

    Skatteetaten — 15 000 NOK bunngrense for egen bolig

    For korttidsutleie (each stay under 30 days) of your own home outside virksomhet, annual gross rental income up to 15 000 NOK is tax-free; 85% of the excess is taxable capital income (skatteloven § 7-2; Skatte-ABC B-17). Costs are baked into the sjablong — you do not deduct them separately. Platform fees you pay are not netted before the calculation. Secondary homes and virksomhet tracks differ — confirm the current Skatteetaten path for your facts.

    Besøksbidrag — enabling law now, collection from 2027

    Lov 20. juni 2025 nr. 104 (besøksbidragsloven) and the May 2026 overnattingsavgift forskrift took effect 1 July 2026. Kommuner with særlig stor belastning from tourism may adopt a 3% overnattingsavgift on overnight consideration (ex VAT) for stays under 30 consecutive days, covering hotels and private short lets alike. Regjeringen states municipalities may start collecting from 1 January 2027 after an approved use plan and local forskrift. As of this 20 July 2026 review, do not invent a live Oslo/Bergen/Tromsø guest-night levy — confirm the specific kommune before quoting guests.

    Historically limited — still accurate until a kommune collects

    Until a kommune’s forskrift is in force, Norway remains without a collecting municipal tourist tax. Voluntary hotel “city fees” are commercial, not a statutory remittance. When a kommune does adopt overnattingsavgift, the person who sells the overnight service (or the qualifying formidler) calculates and remits — build that into pricing only after the local forskrift exists.

EEA and Schengen law that sits underneath

Norway is Schengen and EEA, not an EU Member State. Guest registers implement Schengen lodging-record purpose domestically; GDPR applies via the EEA; Regulation (EU) 2024/1028 is not automatically Norwegian law.

    Schengen — Article 45 purpose, Norwegian forskrift form

    Article 45 of the Convention Implementing the Schengen Agreement sets the lodging-provider guest-record purpose for Schengen states. Norway implements that purpose through utlendingsloven § 20 and utlendingsforskriften § 4-25 (signed form, ID check, keep-and-produce) — not through a Portuguese-style same-day portal. Use the Norwegian fields, not a generic EU checklist.

    GDPR via the EEA (personopplysningsloven)

    Regulation (EU) 2016/679 applies in Norway through the EEA Agreement and is implemented in personopplysningsloven. Register fields, travel-document numbers and access logs are personal data. Collect what the legal basis requires, inform guests, secure storage for as long as the lodging duty and any justified operational retention need, and avoid unnecessary passport image archives when the forskrift asks for verified data fields.

    Regulation (EU) 2024/1028 — EU instrument; EEA watchlist

    From 20 May 2026 the EU short-term rental data framework applies where EU Member States operate registration procedures and require platforms to transmit activity data. Norway is not an EU Member State: the regulation does not apply here by virtue of EU membership alone, and EEA incorporation (if pursued) is a separate process tracked in Regjeringen’s EØS-notatbase. Norway also has no national STR registration number as of this review — so host duties remain the § 4-25 register where lodging applies, housing day caps, Skatteetaten, and any future municipal overnattingsavgift — not a missing EU-style licence code on Airbnb.

Remote arrival is common in Oslo, Bergen and Tromsø. For hotels and similar lodging, the compliance gate is the personally signed erklæringsskjema plus ID verification — before door codes or lockbox instructions unlock.

  • Signed declaration and ID before access

    Build the § 4-25 fields and a personal signature into the check-in flow itself, and verify legitimasjon (travel document for non-Nordic guests) before releasing access. A booking confirmation alone is not a gjesteregister entry.

  • Keep-and-produce, not a portal clock

    Unlike Portugal’s SIBA, Norway does not run a same-day national electronic guest-filing portal for lodging. Capture, retain for police inspection, and produce foreign-guest lists (excluding Nordic citizens) when politiet asks.

  • Nordic carve-out is for police lists — not for skipping registration

    Every overnight guest goes in the fortegnelse. Nordic citizens are excluded from the on-request foreign-guest list to politiet, but they are not exempt from being registered and ID-checked at the property.

  • Housing day caps are a separate prerequisite

    A completed guest form does not stretch eierseksjonsloven’s 90-day ceiling or borettslag’s 30-day whole-home allowance. Confirm sameie / andelslag status before automating remote arrival at scale on apartment stock.

Guest-register rules are national. Apartment short stays turn on each sameie’s or borettslag’s day-cap and vedtekter. Besøksbidrag is municipal from 2027 at the earliest — do not invent a live Oslo guest-night levy today.

    Oslo apartments are densely organised as eierseksjonssameier and borettslag. Whole-home platform nights sit under the 90-day (or 60–120) sameie ceiling or the 30-day borettslag allowance — plus any stricter vedtekter.     Bergen applies the same § 4-25 register duty and the same national housing day caps. West-coast weather and Flesland timing make pre-completed guest declarations especially valuable. There is no separate Bergen STR licence number and no municipal overnattingsavgift collecting yet — watch besøksbidrag adoption for 2027+.

    Tromsø sits on the same national guest-register and housing-consent stack, with polar-night and summer-light peaks that reward timed remote arrivals. Besøksbidragsloven may matter early for northern reiselivskommuner with particularly high visitor load — but collection still requires an approved plan and local forskrift, with 2027 as the practical start window. Collect nothing as tourist tax unless primary local law is actually in force.
