Utlendingsforskriften § 4-25 requires hotels and similar lodging to keep a personally signed guest register with ID check. No national STR licence and no collecting tourist tax yet — apartment short stays turn on eierseksjon 90-day / borettslag 30-day caps; besøksbidrag overnattingsavgift may start municipally from 2027.

Self check-in works when required guest declaration fields, personal signature and ID verification are captured before access — housing day caps are a separate prerequisite.
